Sandhills ATC to Launch State-Licensed SAIOP Program Serving the Carolinas

Southern Pines, NC — Sandhills Adult & Teen Challenge (ATC), a long-standing faith-centered recovery organization, is expanding its continuum of care with a state-licensed Substance Abuse Intensive Outpatient Program (SAIOP). The program will serve adults struggling with substance use disorders across the Carolinas.

The SAIOP introduces a clinically regulated outpatient track that meets state standards for structured treatment. Participants will receive 9–19 hours per week of individualized and group counseling, relapse prevention, family support, and recovery planning, all while remaining enrolled in ATC’s on-campus program. Licensure ensures the program meets rigorous clinical standards, including staff qualifications and service intensity.

Why This Expansion Matters

For decades, Sandhills ATC has provided faith-based, long-term residential recovery programs combining spiritual formation, life skills, and therapeutic support. Building on this proven foundation, the SAIOP adds a highly structured clinical component early in the recovery journey, offering evidence-based counseling and support during the first 16 weeks. By blending spiritual, life-skills, and clinical care, ATC strengthens recovery outcomes and supports long-term success.

Blending Faith, Evidence, and Accessibility

Sandhills ATC’s mission integrates faith-centered recovery with clinical support. The organization operates multiple residential centers across the Carolinas, including programs for men, women, and a Military Specialization Program for veterans and active-duty personnel.

Melissa Decker, LCSW Clinical
Operations Director

With the SAIOP launch, CEO Russ Cambria is excited to expand the team to include Melissa Decker, LCSW, as ATC’s first Clinical Operations Director, alongside clinicians Tayloe Moye, LCSW, LCAS, and Rolanda Jones, LCSW, LCAS. This enhanced clinical leadership ensures high-quality, evidence-based care is integrated with ATC’s faith-based recovery model.

By adding a state-licensed SAIOP track, ATC expands access to structured outpatient treatment while maintaining its traditional residential program, blending the benefits of intensive clinical care with the transformative, faith-based elements that have long defined the ATC experience.

Next Steps and Community Impact

ATC is finalizing the licensure process with state regulators and anticipates rolling out SAIOP services in the coming weeks. Once operational, the program will complement ATC’s residential tracks, providing a full spectrum of care from outpatient treatment through long-term residential recovery.
